President Bush: Caught Telling the Truth?

President Bush unwittingly came out in favor of the government negotiating lower prices for prescription drugs when he released his budget earlier this month. On page 59 of his FY 2008 Budget, the Bush administration called for allowing states "to use private sector management techniques to leverage greater discounts through negotiations with drug manufacturers" for Medicaid pharmacies.

The text is in direct contradiction to his January 11, 2007 statement of Administration policy, which asserted, "Government interference impedes competition, limits access to life-saving drugs, reduces convenience for beneficiaries, and ultimately increases costs to taxpayers, beneficiaries and all American citizens alike." The contradiction, which appeared in the Center for American Progress' The Progress Report, did not go unnoticed by Rep. Pete Stark (D-CA), Chairman of the House Ways and Means Health Subcommittee, who said that what is good enough for states should be good enough for the federal government. "The President can't have it both ways," echoed Ruben Burks, Secretary-Treasurer of the Alliance. "He can't say price negotiation doesn't work, and then save money with it when he rolls out his budget."
